Use UTF-8 exclusively internally
...
This removes SystemString, SystemChar, etc.
All filepaths and log strings are assumed to be UTF-8,
with conversions to UTF-16 for Windows APIs as appropriate.
Updates amuse, athena, boo, kabufua and nod

SpecMP1: Prevent unnecessary copies in buildPaks
...
Previously the type mismatched by a single const qualifier, which meant
a copy would have to occur.
Instead, we can use auto to avoid this issue from occurring and allowing
the proper type to be automatically deduced.
