Deprecate fences.

The are replaced by Queue::OnSubmittedWorkDone. Only Queue::CreateFence
is deprecated since all other fence-related calls require a fence to
work.

Also ports a number of uses of fences in test harness to use
Queue::OnSubmittedWorkDone instead.
