[sem] Move TransitivelyReferencedOverrides to sem::Info.
This CL pulls the TransitivelyReferencedOverrides from sem::Array and sem::GlobalVariable up to the sem::Info. Moving this data outside of sem::Array removes one of the references to non-Type sem content.
