Adapt fuzzer CMake rules for OSS-Fuzz
Refactors the CMake rules for the tint fuzzers so that when OSS-Fuzz is controlling the build process no specific fuzzer options are used. This allows OSS-Fuzz to fully control the fuzzing engine.
