Add Buffer::GetAllocatedSize()
Buffer allocations may need padding based on backend requirements. GetAllocatedSize returns the size of the buffer actually allocated. This CL also updates the backends to use GetAllocatedSize for buffer clearing and barrier operations which should operate over the entire allocated resource.
