Vulkan: Choose D32S8 or D24S8 depending on availability
The Vulkan spec mandates support for only one or the other, which is why we have the concept of a depth24plus format. This also adds a Toggle to test both formats in DepthStencilStateTests. Finally this renames ForceWorkarounds to ForceToggles because toggles can be more than just workarounds.
