Remove Toggle LazyClearBufferOnFirstUse

This patch removes the Toggle LazyClearBufferOnFirstUse and uses
the Toggle::LazyClearResourceOnFirstUse, which means buffer lazy
initialization has been enabled by default in Dawn.
