Make TextureDescriptor match WebGPU IDL
This patch updates the definition of TextureDescriptor to make it match WebGPU IDL: 1. Rename 'arrayLayer' to 'arraySize' 2. Add the missing member "sampleCount" and check that currently sampleCount can only be 1.
