Avoid redundant creation of ComputePipelineBase in GetCachedComputePipeline
This patch removes a redundant creation of ComputePipelineBase object in GetCachedComputePipeline(). Instead, we directly compute the blueprint hash from the uninitialized backend compute pipeline object.
