Implement new defaults for Texture::CreateView

https://github.com/gpuweb/gpuweb/pull/389 except for removing createDefaultView
https://github.com/gpuweb/gpuweb/pull/407

This will need to slightly change again when
https://github.com/gpuweb/gpuweb/pull/424 lands.
