2023-04-27 jif@google.com Disable LLVM_ENABLE_ZSTD for darwin in llvm16.

If this roll has caused a breakage, revert this CL and stop the roller
using the controls here:

Please CC enga@google.com,webgpu-developers@google.com on the revert to ensure that a human
is aware of the problem.
