[ir] Emit `var` and `let` into the IR
This CL adds a nodes for `var` variables. In order to support global var a new module level block is added, the `root_block`. It only exists if there are declarations which are emitted into it. The initializer for the `var` is assigned through a `store` instruction. A `let` declaration is just the initializer result.
