tint/reader: Enable 'const' parsing for unit-tests
This enables the WGSL parsing of 'const' for only tint_unittests, allowing code to be split up into smaller chunks for review. Once all the logic is submitted to handle 'const', the test-only flag will be removed, and 'const' will be enabled for production.
