Allow the resolver to understand builtin structures, like
__frexp_result_f16. This allows backend transforms to declare the types,
even if they're "untypable" by the user.

This CL make transform AddBlockAttribute always try to wrap types used
by buffer variables into a struct, in order to generate valid GLSL code
for assigning one buffer struct variable to another buffer struct
variable.

mv test/tint/builtins/gen -> test/tint/builtins/gen/literal
We're going to add another set of these for builtins that use 'var' for
each argument.
