If tint_build_spv_reader = false is set in a Chrome's build_overrides
then the tint_unittests_spv_reader_src begins failing with a bunch of
missing spvtools identifiers.
Most uses of spv_reader_src include it as a conditional dependency only
when tint_build_spv_reader is true, Chrome's `all` target always builds
it. This causes problems when critical includes are excluded due to the
tint_build_spv_reader setting. The solution is to not make use of the
TINT_BUILD_SPV_READER define at all in this subdirectory and instead
assume that the entire directory will be included or excluded as needed
at a higher level.
Additionally, one switch statement in tint_common_fuzzer needed to have
the scope of it's TINT_BUILD_SPV_READER exclusion reduced so that it
wouldn't trigger warnings that not all enum values were covered.

Rename ParserImpl::GetTypeForHandleMemObjDecl to
ParserImpl::GetHandleTypeForSpirvHandle
More importantly, it now returns the texture or sampler type rather
than the pointer type to the texture or sampler.
Most usages only wanted the store type.

In preparation for SPIRV-Tools change where its internals
use the C++11 headers.
This patch works with SPIRV-Tools using the old C header
and using the C++11 header.
This patch includes some complex machinery inside "three_sided_patch"
namespaces that can be removed after third_party/vulkan-deps/spirv-tools has
fully transitioned into using the C++11 headers.

This CL updates the internal storage for a `@location` attribute
to store the `Expression` instead of a raw `uint32_t`. The current
parser is updated to generate an `IntLiteralExpression` so we still
parse as a `uint32_t` at the moment.

When enabling the SPIR-V reader or SPIR-V writer we were suppressing
-Wnewline-eof, -Wold-style-cast, -Wsign-conversion, and -Wweak-vtables
for the `libtint` cmake target and anything that depended on that
target. Because we'd build all readers/ writers by default this caused
us to never hit those warnings.
A recent change to the cmake build sets the Tint backend based on
the Dawn backend. So, there is a much higher chance of not building
the SPIR-V support if you're on a Mac or Windows machine.
This CL removes the suppression of the warnings, adds specific pragmas
into the SPIR-V reader code which imports the SPIRV-Tools headers
and fixes up the warnings which were then firing due to checking
for the new warnings.

Limit the fields to those that are only applicable for their type.
Note: The resolver and validator is a tangled mess for each of the
variable types. This CL tries to keep the functionality exactly the
