This significantly simplifies the calling code from Dawn.
It does require moving the SingleEntryPoint transform above the
renamer, since we need to call SEP with the original name. That is
probably also an optimization, since we do the subsequent transforms
with a culled AST.

If a WGSL test contains no entry points, add an empty one.
In that case, do not pass its name to the generator, so we
generate code for all functions, so they aren't culled for
reachability.

Implement a basic set of benchmarks for each of the writers and the WGSL parser.

Add a simple go tool (ported from Marl) to diff two benchmarks. Less

This is a modified version of the HLSL writer.
Basic types, arrays, entry points, reserved keywords, uniforms,
builtin uniforms, structs, some builtin functions, zero initialization
are implemented. Textures, SSBOs and storage textures in particular are
unimplemented. All the unit tests "pass", but the output is not correct
in many cases.
triangle.wgsl outputs correct vertex and fragment shaders that pass
GLSL validation via glslang. compute_boids.wgsl outputs a valid but not
correct compute shader.

Adds a new single-function API for the generators, which applies the
sanitizing transform and performs the generation in one step, and
returns a result object which contains the generated code and success
status/diagnostics.
The new APIs take an `Option` structure to control backend-specific
generation details (e.g. MSL fixed sample mask). The result objects
also provide backend-specific feedback (e.g. whether a UBO of buffer
lengths was generated).
HLSL needs a list of entry points to validate, and it's the HLSL
sanitizer that generates an entry point for programs that do not have
one. This change makes the HLSL generator return the list of
post-sanitize entry points so that the Tint executable can forward
them to the validation code.

It seems this was removed once before, then reverted due to CTS
failures, but the original change never landed again.
* Remove the [[set(n)]] decoration. This has been [[group(n)]] for
months now.

* Remove deprecated enums from transform::VertexFormat.
* Remove transform::Renamer constructor that takes a Config. This should
be passed by DataMap.
* Remove ast::AccessControl alias to ast::Access.

Adds additional modes to the Renamer for renaming just HLSL or MSL
keywords. The sanitizers no longer rename reserved keywords
automatically, which isn't usually necessary anyway since Dawn renames
all symbols.
The tint executable automatically renames reserved keywords when
targeting HLSL and MSL. It now also has an option to rename
everything, which is useful for testing the renamer.

Transforms are meant to be reusable. Those that hold state cannot be used concurrently.
State leakage between runs is dangerous.
To fix this:
* Add transform::Data - A new base class for extra information emitted by transforms.
* Add transform::DataMap - A container of Data, keyed by type.
* Add a transform::DataMap field to Transform::Output.
* Have FirstIndexOffset emit a FirstIndexOffset::Data.
* Deprecate the getters on the transform.
Mutability of the transform config is also dangerous as setters can be called while a transform is actively running on another thread.
To fix:
* Expose a VertexPulling::Config structure and add a constructor that accepts this.
* Deprecate the setters on VertexPulling.
Also deprecate Transform::Output::diagnostics.
Put all the transform diagnostics into the returned Program. Reduces error handling of the client.

Appends an error message with the tint compiler source location to the
provided diagnositic list, and then calls the global error handler if
one is set.
Tests and the sample app now register an error handler to print the
diagnostic list to stderr and abort when NDEBUG is not defined.
All uses of assert(false) have been fixed up to use these macros.
