The community decided to remove outerProduct from WGSL. This Cl removes
the pieces from Tint.

Handle wsgl parsing and spirv writing of:
textureSample(), textureSampleBias(), textureSampleLevel(),
textureSampleGrad(), textureSampleCompare()
Handle the different signature for array texture types.
Includes offset overloads.
