6e77b47ed9 Update internals to initializer instead of constructor.
This CL catches up the internals (along with a few error messages) to
say `initializer` instead of `constructor.

58794ae118 tint::ProgramBuilder: Simplify variable constructors
Expand the Option argument paradigm to:
* Remove the requirement to always pass a 'type' parameter. Type inferencing is the easier, and increasingly common way to declare a variable, so this prevents a whole lot of `nullptr` smell which negatively impacts readability.
* Accept attributes directly as arguments, removing the `utils::Vector{ ... }` smell.

Rename `ProgramBuilder::VarOptionals` to `VarOptions`, and add equivalent `LetOptions`, `ConstOptions` and `OverrideOptions`.

Clean up all the calls to `Var()`, `Let()`, `Const()` and `Override()`:
* Use the `Group()` and `Binding()` helpers where possible
* Removing `nullptr` type arguments
* Replace attribute vectors with the list of attributes.
* Remove already-defaulted `ast::StorageClass::kNone` arguments.
* Remove already-defaulted `ast::Access::kUndefined` arguments.

Finally, remove the `GroupAndBinding()` helper, which only existed because you needed to pass attributes as a vector.

aa037ac489 tint: Refactor sem::Constant to be less memory-hungry
Change sem::Constant to be an interface to the constant data. Implement
this so that zero-initialized data doesn't need to allocate the full
size of the type.

This also makes usage a lot cleaner (no more flattened-list of
elements!), and gives us a clear path for supporting constant
structures if/when we want to support them.

41e4d9a34c Consistent formatting for Dawn/Tint.
This CL updates the clang format files to have a single shared format
between Dawn and Tint. The major changes are tabs are 4 spaces, lines
are 100 columns and namespaces are not indented.

26ebe5ec36 tint: Refactor if-else statement representation
Instead of using an `if` node that has a list of `else` statements,
make each `if` statement have a single optional `else` statement,
which may itself be an `if` statement (or just a block statement).

This better matches the WGSL grammar (now that we have removed
`elseif`), and simplifies various pieces of code that handle these
statements.

e85fe161cd tint: ProgramBuilder: Rename Const() to Let()
These methods produce `let` declarations.
With creation-time expressions, we'll need to add `const` declarations.

Note that module-scope `let` declarations have been removed in the spec (for `const`). ProgramBuilder::GlobalConst() has not been renamed, although it still currently produces 'let' declarations.

c25ddf4b1c PromoteSideEffectsToDecl: ensure order of evaluation
This transform ensures that expressions are evaluated in the order
defined in the WGSL spec. It does this by making sure to hoist
expressions that have side-effects (calls) along with variables that may
receive these side-effects to lets in the correct order.
