Ben Clayton 01e4b6fc18 wgsl: Replace [[decoration]] with @decoration 
Deprecate the old syntax. Migrate everything to the new syntax.

Don't generate them either, which generated a lot of test churn.

Ben Clayton b4ff73e250 [hlsl] transform: Zero init arrays with a loop 
If the array size is greater than a threshold.
This is a work around for FXC stalling when initializing large arrays
with a single zero-init assignment.
