735dca8393 ast: Remove TypeConstructorExpression
Add a new 'Target' to the ast::CallExpression, which can be either an
Identifier or Type. The Identifier may resolve to a Type, if the Type is
a structure or alias.

The Resolver now resolves the CallExpression target to one of the
following sem::CallTargets:
* sem::Function
* sem::Intrinsic
* sem::TypeConstructor
* sem::TypeCast

This change will allow us to remove the type tracking logic from the WGSL
parser, which is required for out-of-order module scope declarations.

8648120bbe Make all ast and sem pointers const
And remove a whole load of const_cast hackery.

Semantic nodes may contain internally mutable fields (although only ever modified during resolving), so these are always passed by `const` pointer.

While all AST nodes are internally immutable, we have decided that pointers to AST nodes should also be marked `const`, for consistency.

There's still a collection of const_cast calls in the Resolver. These will be fixed up in a later change.

889b77a2a1 writer: avoid type breakage during AppendVector
When building a vector via tint::writer::AppendVector, and the
vector argument is already a vector constructor, expand that
vector constructor into its components only when those components
are all scalars.  This avoids a type breakage which can occur with cases
like this:

 vector argument is:
	  vec2<i32>(vec2<u32>(0u,1u))
 scalar argument is:
          2

Before this fix, the result was:
  vec2<i32>(0u, 1u, 2);

But should be this instead:
  vec3<i32>(vec2<u32>(0u,1u),2)

This was noticed in SPIR-V writer output when forming a coordinate
vector from a an unsigned WGSL coordinate vector with a signed array
vector.

55ca24e696 [writer]: AppendVector() - support zero value vectors
These were not correctly handled, causing multiple writer issues.

Updated test stats:
3248 tests run, 2693 tests pass, 555 tests skipped, 0 tests failed

e43c830b14 Add ProgramBuilder::Wrap()
Follows the basic shallow-clone pattern of type::Manager::Wrap(),
which this new method uses.

Use ProgramBuilder::Wrap() in the writers, where we were previously
using type::Manager::Wrap(). This simplifies some of the logic
(especially around AppendVector()).

This is now required as semantic information is generated inside the
writers for newly constructed AST nodes, and we need to register
this semantic info so it can be fetched later.
