Ben Clayton f1f56b2d3c tint/writer/glsl: Set default precision to highp
WGSL states that `f32` is a IEEE-754 binary32. mediump precision guarantees are much smaller than highp, and using mediump can break code generated by tint.

Ben Clayton 77a90cb796 test/tint/builtins/gen: Use returned value
It appears that FXC and DXC do some validation post dead-code-elimination.
These tests have been updated so that the return value is assigned to a storage buffer, ensuring that all validation is performed.

Many DXC tests are affected by https://github.com/microsoft/DirectXShaderCompiler/issues/5082, which have been SKIP'ed.

dan sinclair 6cc183c85a Generic template and forward in stringstream.
This CL updates the templates in the StringStream to match more types.
All of the internal `operator<<` methods have been converted over to
StringStream. The precision was increased in order to better match the
precision needed to read back as a double.

dan sinclair e2fd5e09c6 Implement const-eval for `acosh`
This CL adds const-eval for the `acosh` test case. The generation of
`f16` values into test files is also fixed because `acosh` requires the
value to be `>= 1.0`

dan sinclair d9b68eb691 Fix generation of f16 values.
The generator script was not using the test values for `f16`, they
always got a zero initialization. This CL fixes the script to generate
`f16` values.

Ben Clayton 7d34de88f1 tint/test-runner: Split expectations for FXC and DXC
Change tint's `--fxc` flag to take the path of the FXC compiler DLL.
Have tint attempt to validate with both FXC and DXC if `--validate` is
passed.

Fix the 'dirsWithNoPassExpectations' logic which looks like it got
broken with the tint -> dawn merge. It also incorrectly applied
filepath.FromSlash() on windows.

dan sinclair d23f296a9a tint: Implement acosh, asinh, atanh
Polyfill them completely for HLSL.

For the other backends, just add range checks for acosh and atanh.
