This CL catches up the internals (along with a few error messages) to
say `initializer` instead of `constructor.

If the Switch() has a default case, then allow support for return types that do not have a default constructor.

This CL updates the clang format files to have a single shared format
between Dawn and Tint. The major changes are tabs are 4 spaces, lines
are 100 columns and namespaces are not indented.

Infer the return type by finding the common type across all cases.
Types that derive from CastableBase will automatically infer to
the common base class.

VS2022 fails with "error C7631: 'info': variable with internal linkage
declared but not defined" because Iguana's type info was not defined.
Moved globals out of internal linkage to fix it.
