Found while investigating Swiftshader support. Some Vulkan loaders
fail to create an instance if VK_ICD_FILENAMES is empty string
rather than entirely absent. It was set to empty string because
Dawn did not distinguish between nonexistent environment variables
and the empty string. This CL adds distinguishing between the two,
including tests for the behavior.

The IsMacOSVersionAtLeast() function is only defined on macOS, but was
being used on all Apple platforms.

In the Vulkan backend, we only need to set VK_LAYER_PATH and
VK_ICD_FILENAMES while we're gathering the device information. After
this, we should unset the environment variables or they will persist
and affect loading Vulkan again (from Dawn or another client) in the
future.

Deploy self-built Vulkan validation layers instead of system installed
one. And it will reuse third_party/angle's Vulkan validation layers if
building with chromium.
