Currently deepest element only returns the type if it was a scalar
or the element of a vector, array or matrix. Otherwise it would
return `nullptr`. There are cases where we want to get the deepest
type which is a struct or some other type.
This Cl updates ElementOf to return the type instead of nullptr for
types which previously returned nullptr.

A `@workgroup_size()` value must be a constant or override expression.
There's nothing specific here about literals or variable expressions.
Remove the semantic tracking of override variables, as these can be override expressions.
The backends will require the `SubstituteOverride` transform to be run, so gut the workgroup_size override handling from the backends.

This CL updates the internal storage for a `@location` attribute
to store the `Expression` instead of a raw `uint32_t`. The current
parser is updated to generate an `IntLiteralExpression` so we still
parse as a `uint32_t` at the moment.

During some transforms we may move an entry point parameter to
a global variable. This means the global may now have a Location
attached where it isn't permitted by the WGSL spec.
This CL adds a `location` to the GlobalVariable sem value and
populates it in the resolver.

This CL adds the `@location` of a Struct Member into the
`StructMember` sem object as a `std::optional<uint32_t>`. The
resolver then populates the location value if an attribute is
found during resolution.
This will provide a place to store the evaluated expression value
for a location in the future.

This uses template and macro magic to reflect the fields of a class.
Dawn:
* Reflect the fields of the types that are used by Dawn's stream::Stream<T> specializations, and use tint::ForeachField() to call StreamIn().
Fuzzers:
* Replace tint::fuzzers::DataBuilder::BuildImpl<T> specializations with the new reflection system.
* static_assert that the type is either POD or reflected. Add a specialization for std::optional which was missing.
Move tint::transform::BindingPoints into MultiplanarExternalTexture, as this is only used by MultiplanarExternalTexture.
All this reduces fragility of the struct declarations slipping out of sync with the uses.

This CL removes `VariableBindingPoint`. The `Variable` object has a
`has_binding_point` method added which returns true if there is
_both_ a `Group` and `Binding` attribute. Code has all been updated
to use the `sem::BindingPoint` which is populated during the resolve.

The elements of the VectorRef is now immutable, but can be
moved, if the caller relinquishes ownership by explicitly using
std::move() at the callsite.
Also add utils::Empty as a way of signalling that a vector should be
constructed with no elements. This is helpful in templated code where
{} cannot be used due to overload ambiguity.

arguments.

This CL adds a check to the `Is` castable methods to determine if the
target type is `final`. If the type being compared too is `final` we
bail out early in the walk up the hierarchy as it won't be a parent
class.

Add a 'NodeID' to each ast::Node which is the sequentially allocated
index of the node. Use this in sem::Info to map the AST node to the
semantic node, instead of using a std::unordered_map.
Optimised very hot code by entirely eliminating map lookups, and
dramatically reducing cache misses (lookups are usually sequentually
ordered).

Any AST expression may map to a sem::Materialize, so the inferred
mapping is bug-prone (the implicit sem type may mismatch and Get() may
return nullptr).

Change sem::Constant to be an interface to the constant data. Implement
this so that zero-initialized data doesn't need to allocate the full
size of the type.
This also makes usage a lot cleaner (no more flattened-list of
elements!), and gives us a clear path for supporting constant
structures if/when we want to support them.

When enabling the SPIR-V reader or SPIR-V writer we were suppressing
-Wnewline-eof, -Wold-style-cast, -Wsign-conversion, and -Wweak-vtables
for the `libtint` cmake target and anything that depended on that
target. Because we'd build all readers/ writers by default this caused
us to never hit those warnings.
A recent change to the cmake build sets the Tint backend based on
the Dawn backend. So, there is a much higher chance of not building
the SPIR-V support if you're on a Mac or Windows machine.
This CL removes the suppression of the warnings, adds specific pragmas
into the SPIR-V reader code which imports the SPIRV-Tools headers
and fixes up the warnings which were then firing due to checking
for the new warnings.
