Rename to 'gen', so that more templating can be added without having a confusing name.
Can now be run with './tools/run gen'
Move the bulk of the intrinsic-gen logic to `tools/src/tint/intrinsic`

For all types except for arrays and structures, which are explicitly
typed and have trivial overloads.
This will simplify maintenance of type functions, unifies diagnostic
messages and will greatly simplify the [AbstractInt -> i32|u32]
[AbstractFloat -> f32|f16] logic.
