Yan, Shaobo 300eec0f82 Rename SetRenderPipeline and SetComputePipeline to SetPipeline
To match the WebGPU idl, SetRenderPipeline and SetComputePipeline need to change
the name to SetPipeline.

This patch just rename these two APIs
