James Price bb0229002d tint/uniformity: Violations are now errors ... Switch the default severity for all uniformity violations to errors. We now have an opt-out mechanism for deriviative operations (via diagnostic filters), and a `workgroupUniformLoad()` builtin for compute shaders.
