Make this a standalone function instead of a dawn::native::Instance's member method. Some code base don't use dawn::native::Instance but instead use wgpu::Instance. And InstanceProcessEvents() function actually returns a bool unlike wgpu::Instance::ProcessEvents() which returns void.
