These methods produce `let` declarations. With creation-time expressions, we'll need to add `const` declarations. Note that module-scope `let` declarations have been removed in the spec (for `const`). ProgramBuilder::GlobalConst() has not been renamed, although it still currently produces 'let' declarations.
