Brandon Jones 9b643b72f7 Improve validation errors, Part 3 
Modified ConsumedError and TryEncode methods to allow for top-level
error context messages. Applied them to:
 - ComputePassEncoder
 - ProgrammablePassEncoder
 - RenderEncoderBase
 - RenderPassEncoder
 - Device
