Build tinyxml2 as static library 

By Default shared libs are built
To build static library also configure  cmake with -DBUILD_STATIC_LIBS:BOOL=ON
To build only static library configure cmake with -DBILD_SHARED_LIBS:BOOL=OFF -DBUILD_STATIC_LIBS:BOOL=ON
