Cleaned up the macro salsa in the Windows timer code.

- Removed USE_GETTICKCOUNT code; it's never used now.
- Reduced the number of preprocessor checks for WinRT.
- Renamed timeSetPeriod() so it doesn't look like a Win32 API call.
