dawn E2E: Refactor and add non-struct-member tests in ComputeLayoutMemoryBufferTests
This CL refactor the end-to-end test suit ComputeLayoutMemoryBufferTests and add tests for non-struct-member scalar, vector, matrix, and array of vectors and matrices types. This test suit is also intend to test f16 buffer read/write after it is implemented.
