Add RenderEncoderBase to match WebGPU class hierarchy.
This is needed so that RenderBundleEncoder and RenderPassEncoder can share code. This patch also moves EndPass out of ProgrammablePassEncoder and into both RenderPassEncoder and ComputePassEncoder. Render bundles do not have EndPass.
