tint: Remove skips for tests that now pass latest DXC
Bug I filed at https://github.com/microsoft/DirectXShaderCompiler/issues/4422 has now been fixed by https://github.com/microsoft/DirectXShaderCompiler/pull/4446. Kokoro always uses the latest DXC build, so this should now pass.
