Add validations on the creation of textures in BC formats
This patch adds all the BC compressed texture formats and the checks on the creation of textures in BC formats. If a texture is in BC format, then: 1. The width and height of the texture must be multiple of 4. 2. The usage of the texture can only be Sampled or TransferSrc or TransferDst. 3. The sample count of the texture can only be 1.
