Add necessary cflags and cflags_cc for winrt compilation.
Add 'dawn_is_winuwp'.
Set 'dawn_enable_vulkan' and 'dawn_supports_glfw_for_windowing' when compiling for UWP.
Link d3d12, d3d11 and dxgi stub libs when compiling for UWP.

This CL adds two helpers for more ergonomic processing of
ChainedStructs.
1. FindInChain(): Iterates through the chain and automatically
casts the ChainedStruct into the appropriate child type before
returning.
2. ValidateSTypes(): Verifies that the chain only contains structs
with sTypes from a pre-defined set. This also allows the caller
to specify one-of constraints.
3. ValidateSingleSType(): Verifies that the chain contains a
single struct with a specific sType or is an empty chain. This
is a common case of |ValidateSTypes()| and is separated out as
a fast-path.

This solves an issues where when switching swapchains the previous
one was destroyed before the new one was created, doing so detached
itself from the Surface, which in turn made the new swapchain not do
a graceful transition via vkSwapchainCreateInfoKHR::oldSwapchain.
Keeping the reference on the surface makes sure we always have
knowledge of the previous swapchain when replacing it. It requires
re-working the lifetime model of NewSwapChainBase to not require a
call to DetachFromSurface in the destructor, and having the Device
explicitly tell a swapchain it got attached on creation (otherwise
there are ASSERTs firing when swapchain creation fails).
In addition, backends are changed to use a SwapChain::Create method
and fail with a validation error (for now) when the previous swapchain
didn't use the same API.
vulkan::SwapChain is updated to use the previous swapchain's device's
fenced deleter to destroy it which is important in the device
switching tests.
The SwapChainValidationTests are updated because with the lifetime
changes the texture view can be kept alive after the application has
lost the last reference to the wgpu::SwapChain.
TBRing since it was reviewed in a different CL (but for the wrong
branch).

Dawn was using a very uncommon way to do breaks from case statements
when a block was introduced for that case statement. Fix it by running
the following commands:
git grep -l "} break;" | xargs sed -i "" -e "s/} break;/break;}/"
git cl format
Some -Wunreachable-code-break become very apparent in this CL but and are
fixed in a follow-up to keep mechanical and manual changes separate.

The state-tracking of the webgpu.h swapchain is a bit complicated
because contrary to implementation-based swapchains, they have more
guarantees and a "replacing mechanism". For example instead of hoping
the implementation-based swapchain resize automatically, the
surface-based swapchain needs to be replaced by a new swapchain and
invalidated.
This mechanism of invalidation also needs to be triggered when the last
reference to the surface is lost because we don't want to risk the
application destroying the window from under us.
Adds tests for all the cases of invalidation I could think of apart from
device loss.

This is another step to implement webgpu.h swapchains, Surface is
essentially a union type of all the types of windows that can be used to
create swapchains.
Changes to allow implementing wgpu::Surface and test its creation are:
- Add GLFWUtils.cpp/.h/_metal.mm that contains helpers used to use
WebGPU with GLFW. This deprecates BackendBinding.h that will be removed
when the NXT swapchain is removed.
- Add a `dawn_use_x11` GN variable to factor all the places in BUILD.gn
where we checked whether we should use X11.
- Add a `supports_glfw_for_windowing` GN variable in the main BUILD.gn
file to control which configuration tests and samples using GLFW can be
built.
- Add a ObjCUtils.h to contain some ObjC functionality that we'd need
in files that otherwise would be C++ (so that they can be compiled on
all platforms).
