This CL removes the following AST nodes:
* ast::Array
* ast::Atomic
* ast::Matrix
* ast::MultisampledTexture
* ast::Pointer
* ast::SampledTexture
* ast::Texture
* ast::TypeName
* ast::Vector
ast::Type, which used to be the base class for all AST types, is now a
thin wrapper around ast::IdentifierExpression. All types are now
referred to using their type name.
The resolver now handles type resolution and validation of the types
listed above based on the TemplateIdentifier arguments.
Other changes:
* ProgramBuilder has undergone substantial refactoring.
* ProgramBuilder helpers for type inferencing is now more explicit.
Instead of passing 'nullptr', a new 'Infer' template argument is
passed.
* ast::CheckIdentifier() is used for more tests that check identifiers,
including types.

needed. A FriendlyName method was added to ArrayCount so the sem::

With this CL, binary ops add, subtract, multiply, and divide of concrete
values will now produce an error if the result is inf/NaN, as it was
doing with abstract values. This also affects the cross builtin, which
is written in terms of subtract and multiply.

Expand the Option argument paradigm to:
* Remove the requirement to always pass a 'type' parameter. Type inferencing is the easier, and increasingly common way to declare a variable, so this prevents a whole lot of `nullptr` smell which negatively impacts readability.
* Accept attributes directly as arguments, removing the `utils::Vector{ ... }` smell.
Rename `ProgramBuilder::VarOptionals` to `VarOptions`, and add equivalent `LetOptions`, `ConstOptions` and `OverrideOptions`.
Clean up all the calls to `Var()`, `Let()`, `Const()` and `Override()`:
* Use the `Group()` and `Binding()` helpers where possible
* Removing `nullptr` type arguments
* Replace attribute vectors with the list of attributes.
* Remove already-defaulted `ast::StorageClass::kNone` arguments.
* Remove already-defaulted `ast::Access::kUndefined` arguments.
Finally, remove the `GroupAndBinding()` helper, which only existed because you needed to pass attributes as a vector.

ShouldMaterializeArgument must check that the deepest element is not
abstract numeric to support matrices.
This CL also enables the "no materialize" tests for binary ops, as
constant evaluation of binary addition was recently landed, and that's
what the test uses. The fix in this CL is also necessary for this test
to pass the matrix addition case (it would fail because it erroneously
materialized).

If the array constructor has no explicit type and count, infer from the
arguments.

If an abstract-vector or abstract-matrix is indexed with a non-constant index expression, then the resulting value is non-constant, and so cannot be abstract.
In this situation the materialization cannot be done post-index, so materialization must happen on the object before indexing.

Change sem::Constant to be an interface to the constant data. Implement
this so that zero-initialized data doesn't need to allocate the full
size of the type.
This also makes usage a lot cleaner (no more flattened-list of
elements!), and gives us a clear path for supporting constant
structures if/when we want to support them.

Return the column vector type, instead of the column vector element
type. This matches what you'd get if you were to index the matrix.
DeepestElementOf() can be used to easily obtain the matrix column
element type.

ICE before the validation handles this bad case. To fix, simply hoist

These are tests for when there's no explicit target type for a
materialization. In this case we expect an abstract-int to
materialize to an i32 and an abstract-float to materialize to a
f32.
Fix a bug uncovered where we were creating a transposed matrix.

Instead of vector-of-variant.
This:
• Makes it impossible to produce a mix of scalar variant types, which
would make no sense.
• Reduces the size of a Constant, by removing the union-tag from each
element.
Also clean up terminology. Rename 'Constant::Scalar' to
'Constant::Element'. Scalars are well-defined in WGSL, and with the
introduction of abstract-numerics, this no longer makes sense.
