This CL updates the IR builder implementation to remove the `bool`
return values and use the diagnostics as the source of truth for if the
conversion works.
This requires disabling a couple tests as they depend on identifiers
which aren't implemented. Previously the `worked` because it would just
return an ID value that would be emitted, but now they end up being an
error.

This CL adds support for discard into the IR. The `discard` statement is
handled as an instruction in the current block. The `discard` is a
`demote_to_helper` in WGSL so control flow has to continue after the
discard, it just predicates writes. So, an instruction seems like the
most logical way to express.

This CL removes the following AST nodes:
* ast::Array
* ast::Atomic
* ast::Matrix
* ast::MultisampledTexture
* ast::Pointer
* ast::SampledTexture
* ast::Texture
* ast::TypeName
* ast::Vector
ast::Type, which used to be the base class for all AST types, is now a
thin wrapper around ast::IdentifierExpression. All types are now
referred to using their type name.
The resolver now handles type resolution and validation of the types
listed above based on the TemplateIdentifier arguments.
Other changes:
* ProgramBuilder has undergone substantial refactoring.
* ProgramBuilder helpers for type inferencing is now more explicit.
Instead of passing 'nullptr', a new 'Infer' template argument is
passed.
* ast::CheckIdentifier() is used for more tests that check identifiers,
including types.

When branching to a different flow node, there is a need to pass
arguments to the branch. These arguments could be the value of the
return.
This extracts a `Branch` out to an object with a target and arguments
and then updates the IR to use the new Branch structure.

This CL updates ir:Value to track the instructions which use a given
value. The instructions add their usage upon construction. This
necessitates making the values non-const in a lot of places as they get
changed by the instruction.
The `result` value is moved up to the base instruction class as it
should exist in all instructions.

This CL renames the `Build` method in the test helper to be
`CreateBuilder` to maek the intention clearer. A second,
`CreateEmptyBuilder` is provided to allow for easier testing of
expressions.
The `current_flow_block` and `builder` are moved to public so they can
be used/updated during testing.

This CL updates the flow node to track the nodes which are inbound
to the current target. This allows to fix an issue with a loop,
after a continuing with a break, properly eliminating dead code.
This also allows always providing the merge target for an if, it
just knows if it's disconnected by having zero inbound branches.

This CL starts adding the basics for an IR for Tint. The IR is
a lower level representation then the AST with several of the
restrictions removed. For example, the IR is mutable, is a DAG
instead of a tree, and removes a number of WGSL constructs to
simplify transforms.
