Enable coverage collection when using the test server, which is substantially faster than running in separate, isolated processes.
Use clang's `__llvm_profile_*` APIs to reset the counters between each test case run.

A tiny utility that emits just the per segment coverage in a binary stream. This avoids the overhead of encoding to JSON, which provides substantial performance improvements.

This CL adds the ability to dump an IR graph to a dot file. The
`--dump-ir-graph` option is added to the main tint command. The IR code
is moved behind a TINT_BUILD_IR flag in order to allow the GN build to
continue to build the tint program.

This Cl removes the visiblity flags from the CMake file. In both
Debug and Release mode on OSX setting these flags caused piles
of warnings about mis-matched visibility settings throughout the
third_party libraries.
This CL fixes that by removing the flags. This maynot be the right
way to fix this, but it does fix the warnings. We need to decide
if we want to hide symbols by default and, if so, figure out how
to fix the downstream projects.

An abstract base class (Device::Context) is used to avoid adding dependencies to Device, with ContextEGL derived from it. This also
leaves open the possibility of supporting other native GL contexts
in the future (e.g., glX). One temporary EGLContext is created by opengl::Backend during Adapter discovery, then one is created for and
owned by each Device.
Contexts for the desktop GL backend are also managed via EGL, which
works for most modern drivers. This also means that GLFW is now
always used in GLFW_NO_API mode.
Since contexts are now per-device, all of the default GL state
setting and debug output setup was moved from Adapter to Device.

This CL cleans up the main CMakeLists.txt file by grouping the option
entries together, this makes it clearer which options are available.
The dawn options are emitted as status messages so you can see how
everything was configured.
The Tint readers are configured based on the dawn backend being
configured.

we set -fvisibility=hidden and do not export any of Tint's publicly
used APIs.

The current presubmit has the filter inverted so it would only attempt
to match the filtered files. The file name also has to be converted to
`LocalPath` otherwise it's attempting to compare a python object to a
string and always fails to match.

Breaking isn't always desirable, as there are many tests that intentionally trigger ICEs, which are caught by a EXPECT_DEATH().
On Linux the break also performs IO, which will likely cause problems in Chromium's sandboxed environment.

Add google benchmark to the DEPs.
Implement a basic set of benchmarks for each of the writers and the WGSL parser.
Add build rules for CMake. GN build rules TODO.
Add a simple go tool (ported from Marl) to diff two benchmarks. Less
noisy than the one provided by google benchmark.
