This CL deprecates DawnTogglesDeviceDescriptor and replace it with
DawnTogglesDescriptor, which will be also used to provide instance
and adapter toggles with future CLs.

Feature::TimestampQuery is used for timestamp query in command encoder
and compute/render descriptor to match WebGPU SPEC.
Add a new feature timestamp-query-inside-passes for writeTimestamp API
on compute pass and render pass.
Split timestamp query tests in dawn_end2end_tests and dawn_unit_tests.

Previously, the device/adapter were all created on the service-side
of a test, and then injected into the client side. Injected devices
and adapters do not support querying limits and features.
This CL changes setup so that adapter and device creation is always
initiated by the client - and the implementation on the service side
may be overridden for test fixture-specific behavior.
It also adds more fuzzing coverage since the fuzzers can now also
create adapters and devices.

The current presubmit has the filter inverted so it would only attempt
to match the filtered files. The file name also has to be converted to
`LocalPath` otherwise it's attempting to compare a python object to a
string and always fails to match.

The timestampWrites in render/compute pass descriptor store the
timestamps at the beginning and end of passes, this requires validating
all timestampWrite members in BeginXxxPass and inserting the
timestampWrite cmd as close as possible to the BeginXxxPass and
EndXxxPass. To do that, we first record only the querySets and
queryIndexes that need to be used in BeginXxxPassCmd and EndXxxPassCmd,
then insert timestampWrite cmd after the native BeginXxxPass and before
the native EndXxxPass in backends.
This CL adds timestampWrites in render/compute pass descriptor
including the validation and tests first.
Implement timestampWrites in backends in following CL.
