This CL fix the spv code generated for atomicCompareExchangeWeak, specifically the emulated `exchanged` field of the returned struct. It should be true if and only if the `old_value`, i.e. the return value of spv `OpAtomicCompareExchange`, equals to the comparator, rather than equals to new value.
