This patch fixes a shader compilation warning in FirstIndexOffsetTests by adding "flat" interpolation types to the user-defined unsigned integer vertex outputs and fragment inputs. This patch also enables FirstIndexOffsetTests on Vulkan backends as we have already correctly supported "flat" interpolation in WGSL.
