Austin Eng e0cbb0cfe9 CTS: set noRaceWithRejectOnTimeout ...

Following https://github.com/gpuweb/cts/pull/1836, this will let Chrome's
CTS runner bypass the builtin CTS timeouts in favor of our own harness
timeouts.
