CRainSplashGenerator: Amend lower bound constant for speed in SSplashLine::Update()

Game code actually uses a constant of 4.0f as the lower bound for speed, not
0.015625f.

RuntimeCommon: Normalize cpp inclusions

Normalizes the headers for the cpp files in the RuntimeCommon target.
Now all headers and source files within the RuntimeCommon/RuntimeCommonB
targets are normalized and consistent with one another.
