This change moves function ViewDimensionToTextureDimension() to
TextureFormatUtils.h|.cpp.
This change also renames TextureFormatUtils.h|.cpp to TextureUtils.h|.cpp
because the new name makes more sense now.

With all tests converted to WGSL we only use shaderc to assemble SPIRV
assembly to binary. shaderc requires glslang but we don't use it at all.
By using SPIRV-Tools directly to assemble SPIR-V, we can remove both the
shaderc and glslang dependencies.

When using a dynamic uploader we didn't align the offset
that the allocated memory might have already had.
That fixes WriteTexture, WriteBuffer, ClearTexture and
on D3D12 ClearBuffer.

When validation layers are enabled, D3D12 warnings and error
messages are logged to the shared DBWIN_BUFFER segment of memory.
This CL has makes the test environment watch for new events and
logs them to stderr so they show up in the test bot logs. This helps
debug problems in the D3D12 backend which previously just crashed
with a general Device Lost message.

This patch adds the validation on the storage texture format declared in
shaders when we create a rendering or compute pipeline with read-only or
write-only storage textures.
This patch also fixes a typo in the TextureValidationTest.

This also removes support for Travis and AppVeyor, as well as git

It also adjusts .gitignore to include dependencies (submodules are

Also moves the TerribleCommandBuffer to utils:: because it isn't part of
the implementation of the wire, renames dawn::wire to dawn_wire, moves
src/wire to src/dawn_wire and puts the interface of dawn_wire in
src/include/dawn_wire.
The interface exposed by libdawn_native is declared in the new headers
living in src/include/dawn_native so that they both the users and the
libraries use the DAWN_NATIVE_EXPORT macros.
libdawn will be one of the libraries produced but other libraries like
libdawn_native don't need to link against it. However they do need the
Dawn headers so we generate them separately.
This also makes all internal targets depend on the header generation and
have the include directories necessary for those headers.
Also has a small fix for setting compile flags only for C++ files.
For the Vulkan backend it will make sense to have the SwapChain be
implemented inside the backend as it will need to interact with a lot of
things there. It will need SwapChainImpl and cannot see utils/ so
SwapChainImpl has to be moved in common/
Also makes SwapChainImpl a function called CreateSwapChainImplementation
as the inheritance was only used to share a static method.
