CopyTextureForBrowser() handles flipY by flipping source texture then
applying copy op. But this is not correct. Instead
it should find the copy rect and apply flipY op in copy rect only,
which is the same as WebGPU GPUImageCopyExternalImage.flipY definition
(https://www.w3.org/TR/webgpu/#dom-gpuimagecopyexternalimage-flipy).
This CL fixed the issue and updated related end2end tests.

Deferred exepectations didn't handle device loss gracefully and would
crash, which meant all future tests were skipped. Instead of crashing,
skip the expectation, the test will fail anyway because the device was
lost.

WebGPU specification described that Buffer mapState must be
"unmapped" after destroyed because Destroy() must internally
call Unmap().
But in the current Wire implementation the mapState won't be
"unmapped". The root issue is that Destroy() doesn't update
mMapState in Wire.
This commit fixes the problem by updating mMapState in
Destroy() in Wire.

This patch removes the test
ShaderModuleValidationTest.FragmentOutputLocationExceedsMaxColorAttachments
from dawn_unittests because now the emission of the validation errors about
the maximum value of fragment output location is delayed from
CreateShaderModule() to CreateRenderPipeline(), however this test expects the
error will still be reported in CreateShaderModule().
Previously this test can still pass because kMaxColorAttachments is declared as
an uint8_t, so it will be added as "\b" (ascii code is 8) in string stream when
constructing the shader, then we can still get a shader-creation error because
it is not an integer that is inside the bracket of the location() expression.

The call to Queue::WriteTexture was passing a size that was bigger than
the array of data being used. This caused an ASAN failure when running
with the wire, because the serialization of the command would memcpy
past the end of the data.

Start using Tint's ClampFragDepth transform in the Vulkan backend when
needed in order to correctly clamp @builtin(frag_depth) on Vulkan. Do
this by always reserving 8 bytes of push constant space to contain the
f32 min and max values from the last viewport command.
Reenables relevant CTS tests that were suppressed on Vulkan.

Previously this toggle was implemented only for the Metal backend, but
a need for it was identified on Android as well. This change moves the
implementation to the backend-agnostic command encoder recording so that
it works for all backends. Fundamentally it's still doing the same
thing, however: Swapping resolve targets that point at a non-zero mip
level or layer with a temporary texture and then performing a copy once
the render pass has ended.

This immediate rejection has been implemented in Native but
hasn't been yet in Wire. This commit adds the implementation
to Wire.
Also the commit changes the MapAsync callback firing timing
if pending map buffer is unmapped or destroyed. With this
commit the callback will be fired immediately Unmap or
Destroy is called to match the WebGPU spec. Currently the
callback is fired when the client receives a response from
server but it mismatches the spec.

The resolver now wraps sem::Expression objects with a sem::Load object
anywhere that the load rule is invoked. sem::Expression provides an
`UnwrapLoad()` method that returns the inner expression (or
passthrough, if no load is present), which is analaguous to
Type::UnwrapRef().
The logic for alias analysis in `RegisterLoadIfNeeded` has been folded
into the new `Resolver::Load` method.
Fixed up many transforms and tests. The only difference in output is
for a single SPIR-V backend test, where some IDs have changed due to
slight re-ordering of when expressions are generated.
There may be further clean-ups possible (e.g. removing unnecessary
calls to `UnwrapRef`, and simplifying places in the SPIR-V writer or
transforms that deal with memory accesses), but these can be addressed
in future patches.

2D array textures with non-color formats like depth/stencil formats
are always fine. Workaround is not needed.
Multisample textures are treated as array textures from the
perspective of texture memory layout on Intel Gen12 and each sample
acts like a layer. However, multisample textures are fine.

Currently Buffer doesn't distinguish Map request callback fired
by device. For example if buffer.MapAsync(), buffer.Unmap(),
and buffer.MapAsync() are called in this order before the first
MapAsync() finishes the MapAsync callback provided by application
for the first MapAsync() is fired when Map request callback
for the first MapAsync() is fired by device although the first
MapAsync callback provided by application shouldn't be fired
because it is already unmapped.
This commit resolves this problem by assigning MapRequestId to
Map request and distinguishing the callback fired by device.

This is used to ensure that assignments to host-visible memory do not
modify padding bytes in structures and arrays. We decompose
assignments of whole structure and array types into member-wise or
element-wise copies, using helper functions.
This is used in all backends except HLSL, which already decomposes
memory accesses.

The "minimum buffer binding size" for a buffer binding variable with
type `T` is `SizeOf(T)`, which includes trailing padding bytes for
structures.
Update several tests that were not creating large enough buffers. Add
a new test for validating the size of a buffer with a non-struct vec3
type, which should still be 12 bytes.

The runtime toggle is off by default. When turned on,
the deprecation warning will be turned into validation error.
Replace device->EmitDeprecationWarning with
DAWN_MAKE_DEPRECATION_ERROR macro which make an internal
validation error or make a MaybeError{} based on the toggle.
The callsite can wrap it with a DAWN_TRY.

This CL change the DXC version checking logic to get both DXC compiler
and validator version, which are not necessarily identical, and require
both version being 1.6 or higher to enable the use_dxc toggle.
This CL also modify the src/dawn/tests/BUILD.gn and add a copy target as
data_deps for "dawn_test" template, which copy DXC binaries from Windows
10 SDK 20348 to out directory, to ensure that windows trybots running
dawn_end2end_tests.exe (e.g. win-dawn-rel) can access a DXC of version
1.6 and can run end-to-end tests with DXC.

Repeatedly creating and destroying WebGPU devices in a loop causes
large amounts of memory to pile up in the GPU process. Much of this
memory comes from the D3D12 command queue.
Releasing the command queue early in DestroyImpl before the destructor
runs goes a long way towards relieving the memory pressure.

This patch updates the validations about CreateBuffer() with dawn_wire
to match the latest WebGPU SPEC.
According to the SPEC, the validations in CreateBuffer() should be
executed in the below order:
1. If mappedAtCreation == true, return nullptr and a RangeError will be
generated in Chromium.
2. Validate BufferDescriptor and check if there is OOM at device timeline
3. Check if there is OOM at content timeline

Pads serialized wire command buffers to 8 bytes so that we don't have
misaligned write/reads which can cause SIGILL depending on platform and
compilation mode, i.e. -c dbg in google3 builds.
- Adds helpers for aligning sizeof calls.
- Adds constant for wire padding (8u).
- Modifies BufferConsumer to allocate according to padding. This
guarantees that when we [de]serialize stuff, the padding should be
equal on both sides.
- Modifies extra byte serialization code (adding CommandExtension
struct). This makes it clearer that each extension needs to be
padded independently. Otherwise, before in wire/client/Buffer.cpp,
since the read/write handle sizes were being passed as a sum, but
read out separately from the BufferConsumer, we corrupt our pointers.
- Adds some simple unit tests.

Since overrides can be used to size workgroup arrays and also as
initializers to module-scope variables, we cannot just consider
overrides that are directly referenced in the shader functions.
This change makes the Resolver track references to overrides whilst
resolving array types and module-scope variable declarations, so that
they are included in the set of overrides reported by the Inspector in
these scenarios.

Without this other Tint transforms may end up calling user code instead
of builtins (for example for the min() used in robustness).
This commit does the following changes:
- Changes ShaderModuleVk to return a CompiledSpirv object instead of
just a Spirv Blob so that a remappedEntryPoint can be stored in the
cache alongside the SPIR-V.
- Inlines the logic and simplifies TransformedConcurrentShaderModuleCache
slightly (by introducing a struct instead of std::pair, and adding a
conversion method to ModuleAndSpirv).
- Adds the Renamer transform to ShaderModuleVk and adapt the code to
use the remappedEntryPoint where needed (pipeline creation and
post-compilation reflection).
- Adds a test where the min() used by the robustness transform is
overriden to return a constant 0.
- Moves the Renamer transform to be just after the SingleEntryPoint
transform in D3D12 and Metal as well so as to make the test pass.

This change adds more tests to exercise the code of the workaround for
array texture corruption issue. Because texture memory layout and tile
alignment vary accordingly if array textures have mipmaps, and/or
different dimensions, etc.
It also does some slight changes in the workaround itself for array
textures with non-32-or-16-bit-wise formats.

There's a bug in some Qualcomm devices where using a depth/stencil
texture as a render attachment and then sampling it in a compute pass
causes a crash. This only happens, however, if the two passes occur as
part of the same Vulkan command buffer.
To work around the issue, this change splits the Vulkan command buffer
while recording any time it identifies that the problematic scenario may
occur.

Qualcomm GPUs are apparently decoding textures with a lower precision,
resulting in some of the rendered values when verifying the texture in
a test to be off by +-1 on any given channel. This change adds a
tolerance to those tests to allow a little wiggle room, since compressed
textures are inherently lossy anyway.
Allows Qualcomm GPUs to pass all compressed texture end2end tests.

This is required to make importing images work on some systems. The
ideal version would be detecting whether dedicated allocations are
needed as Vulkan provides reflection for that. However this reflection
doesn't work on Nvidia, so instead Dawn requires a
NeedsDedicatedAllocation enum on import that's Yes/No/Detect so the
application can force use of a specific code path.
Support for this enum and toggling dedicated allocations on/off is added
for all external memory service implementations.
Vulkan image wrapping tests are modified to add test parameters so that
the Yes/No/Detect code paths are covered by tests.
This is technically post-V1 work, but gl_tests in Chromium fail on
Nvidia workstations without this fix, which makes it hard to debug other
issues.

The Android devices I've tested with Qualcomm GPUs (like the Pixel 4)
are exhibiting an issue where resolving timestamp queries after a
render pass is causing a crash. Until that issue can be resolved it's
safest to simply not advertise timestamp query support on these devices.

This change works around the array texture corruption issue for
some Windows Intel devices on some old drivers. The number of
extra layer for a given texture is precisely calculated according
to texture memory layout on these devices.
It also adds one more test: clearTexture.

Adds suppressions for multiple failures in the end2end tests that are
showing up on Pixel devices I'm able to test. Majority (800+) affect
the devices with Qualcomm GPUs (Pixel 4, Pixel 2, etc) and 8 affect the
newer Tensor devices (Pixel 6).

Unused aspects of depth-stencil attachments that are tagged as read-only
used to leak that read-only state to backends, even if the validation
made it seems like they always match (they only need to match if the
texture has both aspects). This confused backends like Vulkan which
checked for depthReadOnly || stencilReadOnly to choose between code
paths.
Instead reyify the depthStencilAttachement descriptor in the frontend to
protect against garbage values being passed for aspects that aren't
present in the texture.
Adds a regression test, with the caveat that a failure is only shown by
having the VVL output and error in stderr due to an unrelated issue.

- Cleanup is necessary because otherwise encoded render commands may be
leaked if the validation encoding fails. (The leaked render commands
can then trigger an assert in ~Device::Cache because the commands can
hold a ref to an AttachmentState that was not destroyed, and hence
still be in the device cache.
- Added explicit check in EncoderIndirectDrawValidationCommands for
device 'alive-ness' since it may create new objects later and hit the
same error later on anyways.
- Added regression test.

Metal configures the query set and query index for the beginning and end
of passes in pass descriptor when beginning a pass encoder, so we need
to record all timestamp writes information in BeginXxxPassCmd. For the
platfroms that support timestamp query, it must support timestamp write
at command boundary or stage boundary, if the stage boundary is
supported, use sampleBufferAttachments API for Metal implementation,
otherwise simulate timestamp write using sampleCountersInBuffer API
after begining a pass and before ending a pass.

- Adds Prepend function to LinkedList to avoid directly using the
insert functions on the LinkNodes. (And tests for this as well.)
- Adds ApiObjectList class for tracking lists of objects for
destruction.
- Renames and virtualizes some tracking interfaces so that they can be
overriden for the TextureView/Texture cases.
- Removes explicit destroying of TextureViews from Device since

Since GLSL ES does not support the offset= attribute, struct members
with explicit @align or @size attributes require adding explicit
padding members. This in turn requires rewriting any constructor
calls to initialize the new padding to zero, handled in the same
transform.
Note that this is currently overly-verbose, and will add padding where
GLSL doesn't technically need it (e.g., padding a vec3 out to 16 bytes).

This CL modifies the way adapter creating devices, adds `shader-f16`
feature, and deprecates the `dawn-shader-float16` feature which is no
longer used.
Details:
1. Parse the toggles chained with device descriptor in
`adapter::CreateDeviceInternal`, which are then used to validate
features requirement within `CreateDeviceInternal` and passed to device
constructor as initializer.
2. When creating device, validate features requirement in
`CreateDeviceInternal` with toggles known, make sure to fail the device
creation if a required feature is not supported by adapter or is guarded
by certain toggles which were not enabled/disabled. Feature ShaderF16
and ChromiumExperimentalDp4a are validated in this way. Unittest is
added to check creating devices with toggles-guarded features required.
3. Add `shader-f16` feature, which allow `using f16;` in WGSL code.
End-to-end tests are added to test a trival f16 WGSL shader could be
used if and only if the device has `shader-f16` feature.
4. Deprecate the `dawn-shader-float16` feature, which will be completely
removed after cleaning up Blink code.

Remove the old backend specific implementation for
overrides. Use tint SubstituteOverride transform to replace
overrides with const expressions and use the updated program
at pipeline creation time.
This CL also adds support for overrides used as workgroup size
and related tests. Workgroup size validation now happens
in backend code and at compute pipeline creation time.

To support concurrent readers on multiple command queues/devices, Dawn
must support importing via wait multiple fences and also export a signal
fence. The previous implementation of using a single fence for waiting
and signaling doesn't work for concurrent reads across queues.
This CL adds support for specifying multiple wait fences for
ExternalImageDXGI via a BeginAccess method that's meant to replace
ProduceTexture. There's also an EndAccess method that returns a signal
fence for the client.
For performance reasons, we use the same fence as the signal fence that
the Device uses internally, and record its value on the texture after
ExecuteCommandLists. Therefore, the CL also makes the Device's internal
fence a shared fence so that we can export it to the client.
This CL also expands the ConcurrentExternalImageReadAccess test so that
it tests fence synchronization across multiple devices. A number of test
helpers also now take an optional device parameter so that we can use
pixel value expectations with secondary devices.

This uses template and macro magic to reflect the fields of a class.
Dawn:
* Reflect the fields of the types that are used by Dawn's stream::Stream<T> specializations, and use tint::ForeachField() to call StreamIn().
Fuzzers:
* Replace tint::fuzzers::DataBuilder::BuildImpl<T> specializations with the new reflection system.
* static_assert that the type is either POD or reflected. Add a specialization for std::optional which was missing.
Move tint::transform::BindingPoints into MultiplanarExternalTexture, as this is only used by MultiplanarExternalTexture.
All this reduces fragility of the struct declarations slipping out of sync with the uses.

This transform breaks up matNx2<f32> matrices used in uniform buffers
into column vectors, which fixes std140 layout rules.
Used by the SPIR-V and GLSL backends.

The original tests for texture corruption only contain WriteTexture
and B2TCopy, this change adds more write types like rendering a
constant color, rendering from texture sampling, and rendering
from textureLoad, all of which need a render pipeline and shaders.
The new tests manifest that:
For a given 2d-array texture dimension, if WriteTexture and B2TCopy
fail, rendering, sampling and textureLoad also fail, and vice versa.

Previously, we would get a use-after-free if you dropped the instance
before an adapter created from it. This CL fixes up the lifetimes
such that Device refs Adapter refs Instance. Instance uses a
cycle-breaking refcount so that it releases internal refs to its
adapters when the last external ref is dropped.

ExternalImageDXGIImpl holds a weak reference to the device. If the
device is destroyed before the image is created, the image will have a
dangling reference to the device which can cause a use-after-free.
This CL fixes that by adding a ValidateIsAlive() check before creating
the image similar to creating other API objects.

This CL moves the GLFWUtils.cpp into a dawn/glfw/utils.cpp and
GLFWUtils.h into include/webgpu/webgpu_glfw.h. A build target
(`webgpu_glfw` alias to `dawn_glfw`) is added in order to allow
using that target in downstream projects without having to re-implement.

the source box specifying a portion of the depth texture must all be 0,
or an error and a device lost will occur. This patch adds a workaround
for this issue by alignning the offset of internal staging buffer to 512

This happens when trying to allocate the backing storage for an error
buffer when the allocation would cause an OOM.
new (std::nothrow) doesn't work on Mac ARM64. The code in libc++ that's
compiled into dawn_unittests seems correct, but macOS's libunwind
returns "end of stack" when trying to unwind.

On the D3D12 platforms that don't support programmable sample positions,
the source box specifying a portion of the depth texture must all be 0, or
an error and a device lost will occur. This patch adds a workaround for this
issue by splitting the original buffer-texture copy into two copies:
1. copy from the source resource into a temporary buffer at offset 0
2. copy from the temporary buffer at offset 0 into the destination resource.
In the next patch we will fix the corresponding issue in Queue.WriteTexture.
Note that on newer version of D3D12 the restrictions about
D3D12_TEXTURE_DATA_PLACEMENT_ALIGNMENT and D3D12_TEXTURE_DATA_PITCH_ALIGNMENT
have all been lifted out, so the workaround added in this patch will also be
disabled on the platforms that don't support programmable sample positions
but the restrictions about D3D12_TEXTURE_DATA_PLACEMENT_ALIGNMENT and
D3D12_TEXTURE_DATA_PITCH_ALIGNMENT are no longer available.

Storing values into the cache will need to serialize and deserialize
values in addition to keys. This patch factors the serialization
utilities out of CacheKey into a more general "Stream" utility that
supports both input and output for serialization and deserialization.
Multiple files are not renamed to make parsing the diff easier. They

This patch adds RENDER_ATTACHMENT to the internal usage of D3D12 depth
stencil textures on Intel GPU because due to a driver bug we have to
initialize all the depth stencil textures with clear on Intel GPUs
before copying with them. Otherwise, if a depth stencil texture is created
without RENDER_ATTACHMENT usage, it will be initialized by copies, which
will still trigger the driver bug mentioned above.

This patch adds the tests on the buffer-texture copies with depth
stencil textures when buffer copy offset is not zero.
Note that the tests about texture-buffer copies with depth stencil
textures are temporarily skipped on D3D12 backends as there is still a
bug on the texture-to-buffer copies with depth stencil textures on some
D3D12 platforms. We will fix this issue in the next patch.

This patch adds a workaround for Intel Gen12 GPUs that we don't set
D3D12_CLEAR_VALUE when creating a texture with any DXGI depth formats
(DXGI_FORMAT_D16_UNORM, DXGI_FORMAT_D32_FLOAT,
DXGI_FORMAT_D24_UNORM_S8_UINT, DXGI_FORMAT_D32_FLOAT_S8X24_UINT)
because on these GPUs the texture data may be corrupted after several
call of ClearDepthStencilView() if D3D12_CLEAR_VALUE is set in the

This patch adds a toggle to force initializing depth stencil textures
to 0 on Intel D3D12 drivers as a driver issue will occur when we
create and copy into a depth stencil texture that is just created with
CreatePlacedResources() on Intel D3D12 drivers:
- For the depth stencil textures with RenderAttachment usage, they will
always be cleared with ClearDepthStencilView() instead of copy, then
the following copies will be correct.
In next patch we will handle the situation when the depth stencil
texture is not created with RenderAttachment usage.

D3D12 objects can have implicit dependencies on device resources that
are not captured by holding ComPtrs:
"Direct3D 12 uses COM-style reference counting only for the lifetimes of
interfaces (by using the weak reference model of Direct3D tied to the
lifetime of the device). All resource and description memory lifetimes
are the sole responsibly of the app to maintain for the proper duration,
and are not reference counted. Direct3D 11 uses reference counting to
manage the lifetimes of interface dependencies as well."

ExternalImageDXGI can outlive the device it was created on e.g. the D3D
shared image backing holds on to the ExternalImageDXGI for its lifetime.
ExternalImageDXGI destructor can invoke code that depends on D3D12
resources that might have already been destroyed. In particular, this
shows up as ComPtr::Release for ID3D12Fence crashing mysteriously, and
is also speculated as the cause for a racy invalid function pointer
dereference in crbug.com/1338470.
This CL makes the D3D12 backend device destroy the ExternalImageDXGI's
resources on device destruction making it effectively a weak pointer.
This unblocks landing https://crrev.com/c/3700811 and hopefully fixes
crbug.com/1338470 as well.
This CL also deprecates unnecessary WGPUDevice param to ProduceTexture,
and adds an IsValid() method so that the shared image can check it and
decide to recreate the ExternalImageDXGI if needed.

This patch adds ResolveDeferredExpectationsNow() as a helper
function of dawn_end2end_tests to let all the deferred expectations
be resolved and cleared immediately to avoid consuming too much
memory for all the deferred expectations before the exit of the test
body.
We use ResolveDeferredExpectationsNow() in the end2end test
CopyFromNonZeroMipLevelWithTexelBlockSizeLessThan4Bytes because
previously because this test will always consume too much memory to
allocate vectors and the allocation of std:vector will sometimes fail
on the bots.

An abstract base class (Device::Context) is used to avoid adding dependencies to Device, with ContextEGL derived from it. This also
leaves open the possibility of supporting other native GL contexts
in the future (e.g., glX). One temporary EGLContext is created by opengl::Backend during Adapter discovery, then one is created for and
owned by each Device.
Contexts for the desktop GL backend are also managed via EGL, which
works for most modern drivers. This also means that GLFW is now
always used in GLFW_NO_API mode.
Since contexts are now per-device, all of the default GL state
setting and debug output setup was moved from Adapter to Device.

This patch clamps GPURenderPassColorAttachment.clearValue into the
legal range for uint/sint formats according to the latest WebGPU
SPEC.
This patch also adds tests to verify we can directly apply floating
point clear values for normalized floating formats.
We don't handle non-normalized floating formats as the exact choice
of the converted value is implementation-defined.

Motivation is to simplify cache evicting by reusing the LRU to evict stale entries from older Dawn versions since there isn't already a simple cache busting solution. The dawn version will just be pushed into the cache keys instead so old version entries will eventually be retired.
- Removes the fingerprint from the GetCachingInterface API on DawnNative.
- Adds the "fingerprint", which was just the hash, to the device;s cache key directly instead.

After loading a Blob from the cache, Dawn may need it to

This configuration is very flaky, so suppress it to remove flakiness
from CQ. We don't expose Vulkan on Windows for WebGPU so we're not
losing test coverage for WebGPU. We'll want to fix and re-enable this
for Dawn Native in the future.

This uses the variadic template arguments to Client::Make to
pass more data to object constructors and move the copying of data from
descriptors into the constructors.
This required adding a descriptor to the textures created in
ReserveTexture. The descriptor should come from the outside to give the
correct reflection data to textures (for example textures from
GPUCanvasContext). So a descriptor argument is added to ReserveTexture
that currently defaults to nullptr, but will be required once current
uses are updated.

Add a validation to ensure zero-attribute for unused vertex
buffer slots (stepMode = VertexBufferNotUsed).
Fuzz tests found that non-zero-attribute with unused vertex
buffer can cause an error in swiftshader.
We may be able to think input data having non-zero-attribute
with unused vertex buffe is malformed. Refusing such input
data can avoid the error.

This CL adds a DAWN_MAKE_CACHE_REQUEST X macro
which helps in building a CacheRequest struct.
A CacheRequest struct may be passed to LoadOrRun
which will generate a CacheKey from the struct and
load a result if there is a cache hit, or it will
call the provided cache miss function to compute a value.
The request struct helps enforce that precisely the
inputs that go into a computation are all also included
inside the CacheKey for that computation.

DXGI external images can now be imported with both fence and texture
shared handles. Fence wait and signal values can be specified for
ProduceTexture. Keyed mutex functionality is kept as is with no change.
The D3D12 resource wrapping tests now run in both keyed mutex and fence
modes.

This requires adding a custom implementation of DeviceCreateTexture and
the Texture object in the wire client.
In dawn::native this requires the format enum separately from mFormat
which is a `const Format&` so that garbage format values can be
reflected correctly for error textures.

Add D3D12 pipeline caching impl: store cachedPSO blob in cached blob.
Record root signature ID3DBlob in cache key together with
D3D_SHADER_BYTECODE, D3D12_GRAPHICS_PIPELINE_STATE_DESC or
D3D12_COMPUTE_PIPELINE_STATE_DESC.
Shader caching is not added.
Add some pipeline caching negative tests.

Some unittests break the clang-tidy rule
"bugprone-use-after-move". Moved-from variables after move
shouldn't be accessed even in the tests. No one should care
the behavior of moved-from objects. There is no pointing
testing something that shouldn't be observable with good code
practice ensured by clang-tidy.
This commit fixes the problem by removing the lines accessing
moved-from variables after move.

Previously, the device/adapter were all created on the service-side
of a test, and then injected into the client side. Injected devices
and adapters do not support querying limits and features.
This CL changes setup so that adapter and device creation is always
initiated by the client - and the implementation on the service side
may be overridden for test fixture-specific behavior.
It also adds more fuzzing coverage since the fuzzers can now also
create adapters and devices.

Currently Dawn ignores all zero-attribute vertex buffer in the given
pipeline descriptor when creating RenderPipelineBase because
zero-attribute vertex buffer is treated as unused slot, however the spec
doesn't state that zero-attribute vertex buffer should be ignored.
To support zero-attribute vertex buffer, this commit has the following
changes.
1. Add VertexBufferNotUsed enum value to wgpu::VertexStepMode to
represent unused slots
2. Ignore VertexBufferNotUsed step mode buffers when creating
RenderPipelineBase and add tests to check it
3. Record zero-attribute vertex buffers when creating RenderPipelineBase
and add tests to check it
4. Fix VertexStateTest::LastAllowedVertexBuffer broken by the above
changes
Temporarily we set the enum value of
wgpu::VertexStepMode::VertexBufferNotUsed to 0 to pass the CTS tests
because currently empty vertex buffer slots step mode can be
zero-initialized. We will make a CL to Blink to explicitly set
wgpu::VertexStepMode::VertexBufferNotUsed for empty slots and change
the enum value to 2.

Changes the yuv-to-rgb constant matrix to be optional during external
texture creation because it is not necessary for single-plane scenarios.

Update child objects to ref the device. This allows them to outlive
the device, making the implementation more robust such that it is OK
to drop the device before other objects.
Dropping the last external reference to the device is currently an
implicit device.destroy(). This destruction breaks possible ref cycles
where the device refs internal objects which have a back ref to the
device.
