In upstream WebGPU, error scopes do not wait for queue operations or
async operations like create*PipelineAsync or mapAsync. This simplifies
the implementation so we don't need to track error scopes by parent
pointers but can instead have a simple stack.

Reland after making libx11-xcb dynamically loaded since it isn't present

The global resource usage was used for two things:
- Validating that the texture had the required usage, but this was
removed in a previous commit in favor of checking the texture's usage at
the encoding entrypoint.
- Skipping laz-clearing of the texture if it was used as
RenderAttachment. This was incorrect and would skip clearing of all of
the texture's subresource as long as one of them was used as
RenderAttachment.
This commit make PassTextureUsage exactly a
SubresourceStorage<TextureUsage> and fixes the logic for skipping
the clearing or RenderAttachment. It also adds a regression test for the
lazy clearing fix.

Using this container is a small performance regression in the simple
cases where all subresources are the same, or when the texture has few
subrsources. However it give better performance in the hard subresource
tracking cases of textures with many subresources.
Using SubresourceStorage also makes it easier to work with compressed
storage since the compression is mostly transparent. It reduces code
duplication and prevent bugs from appearing when a developer would
forget to handle compression.
This fixes a state tracking issue in ValidatePassResourceUsage where the
function didn't correctly handle the case where the PassResourceUsage
was compressed.
Also removes the unused vulkan::Texture::TransitionFullUsage.
Also makes SubresourceStorage<T> only require operator== on T and not
operator !=.
Also fixes the texture format's aspect being used to create pipeline
barriers instead of the range's aspects.

Because the uint64 is not supported on all GPU drivers, we use uint32
and float to simulate the multiplication of uint64, but there is
accuracy loss between the results and the expected results computed by
uint64. This test checks that the accuracy loss is less than 0.2%.

This CL adds the start of the implementation of a SubresourceStorage<T>
container class that stores per-subresource state in a compressed
fashion. Only the getter methods and Update() modifying methods are
added because they are the first step necessary to test the behavior of
SubresourceStorage.
Subsequent CLs will:
- add the Merge() operation
- move the per-aspect storage to be inlined and avoid allocation of
mData and mLayerCompressed if possible
- use the container where applicable in dawn_native
- (maybe) move clear-state tracking in the backends as part of barrier
tracking

Dawn's object-based cache creates keys from memory
addresses. These keys cannot be used in a persistent
cache. This change modifies the keys to only
use hashes so they can be re-used for caching
pipelines.

Aspect and SubresourceRange will be used by the SubresourceStorage
container that will itself be used by TextureBase. Avoid cyclic header
dependencies by moving SubresourceRange and Aspect to their own header.
Also refactors the handling of Aspect to aspect index in preparation for
using it in SubresourceStorage (each Aspect will have a fixed index).

The GN files were incorrectly using mac_min_system_version to refer to
the deployment target. The right variable is mac_deployment_target, and
using mac_min_system_version breaks Chrome's ability to update the
minimum system version without needing to update the deployment target.

Like copyTextureCHROMIUM in Chromium, CopyImageBitmapToTexture can use
internal pipeline to do the GPU uploading. But Dawn doesn't support
internal pipeline now.
This patch adds the first internal pipeline for Dawn and add the API
CopyTextureForBrowser to use internal pipeline to do gpu uploading.
The patch integrates very simple wgsl vertex/fragment shaders to do
simple direct blit to verify the whole system works.

Use QueueBase to track fences in flight and map requests so that they
can be resolved in the order they were added. Before these tasks were
separately tracked in FenceSignalTracker and MapRequestTracker, so tasks
would be resolving out of order.

In addition to adding the pass running logic, how shaders are stored
in the ShaderModule is changed, so that cached shader that was used to
create the ShaderModule is differentiated from the
modified/intermediate shader that is actually being passed to
SPIRV-Cross.
Also rolling SPIRV-Tools to pick up a fix for a bug I discovered in
the RBA pass implementation.

This change the Metal backend in preparation for supporting multiple
entrypoints:
- Explicitly set the spirv_cross entry point before compiling.
- Moves gathering of the local size to the frontend as it will be
useful for validation in the future.

This patch fixes a crash issue in both D3D12 and Vulkan backends.
Previously on D3D12 and Vulkan before a compute pass we transitioned
the states of all the resources used in the pass, and before each
dispatch call we only checked if the states of the storage buffers,
read-only storage textures and write-only storage textures need to
be transitioned. This behavior causes two issues:
1. In a compute pass a buffer or texture can be used as both read-only
and writable usages in different dispatch calls (e.g. as storage
buffer in the first dispatch, and as the uniform buffer in the next
dispatch), while this is invalid state combination on D3D12 and isn't
allowed by D3D12 validation layer.
2. In the above case, the state of the buffer is not transitioned into
UNIFORM, which does not match the required state in the next dispatch.
This patch fixes this issue by transitioning all the states in the
current bind group before each dispatch() instead of the beginning
of the compute pass.

Remove all usages of SPVC from the code and update the fuzzers. Some
of the include paths and deps came transitively from spvc, so needed
to update build rules.
This patch does NOT remove the flags related to spvc usage, they are
just no-ops as the moment. After this patch lands I will remove the
usage of those flags from the bots, then remove the flags.

Format::aspect should be a mask so that it is easier to iterate over
and test if an aspect is present.
This CL also re-exports wgpu's EnumClassBitMask helpers in dawn_native.
It also adds an EnumMaskIterator which wraps BitSetIterator to allow
iterating over the enums in an enum mask.

This CL adds per-stage and per-pipeline-layout limits according
to the WebGPU spec. It also slightly increases kMaxBindingsPerGroup
from 16 to 24 so that these limits can be effectively tested
without hitting kMaxBindingsPerGroup. kMaxBindingsPerGroup is not a
real WebGPU limit and will be removed in future patches.

At the moment each instance extension needs special handling
in 6+ places when added to the Vulkan backend. This is very
error-prone and makes it difficult to do changes in how they
are extensions are handled.
This CL makes instance extensions linked with an enum class
and a bitset to know which are available (instead of individual
booleans). A table of known extensions with more information like
`versionPromoted` so that they can be handled programmatically.

Allows bindgroups that use the same samplers to share
a descriptor heap allocation. This is particularly important
for sampler heaps which incur expensive pipeline flushes
due to the smaller size requiring more frequent switches.
The device dolls out entries to a sampler heap allocation cache.
When the BindGroup is created, it does a lookup and refs the
allocation. This ensures the cache does not grow unbounded
or needlessly store unused entires.
This change is a follow-up of de-coupling heaps.

Allows bindgroups to be populated by heap type. Previously, failing to
populate one type of GPU descriptor heap required both GPU heaps
to be switched out. This resulted in extra copies and heap allocations
should only one heap type overflow.
This change also simplifies GPU descriptor heap management:
- Allocator no longer needs to operate on both heaps.
- Sub-allocation tracking can be moved into handles.
A follow-up change will remove duplicated sampler heap allocations.

This is a reland of 96c4019214
It includes a fix to add a dummy descriptor count if the
VkDescriptorPool would be empty, and adds a test that a bind group
with an empty bind group layout may be created and used.

Uses the staging descriptor allocator to enable
sub-allocation for RTV/DSVs.
This change also simplifies CPU descriptor heap
management for render-passes:
- Allocating slot-by-slot removes extra attachment
pass.
- No need for the slower direct allocation allocator.
- Move RP creation of view handles into RP builder.

On macOS we can't rely on having the Vulkan loader installed in the
system. So we add the Vulkan loader as an optional dependency of Dawn
and use it on macOS when building Dawn in standalone with Vulkan
support.
Usage of building our own loader might broaden if the loader gains
features that are useful on other OSes. For example the ability to pass
in the "root ICD" entrypoint to the loader so we can have both
Swiftshader and the system driver at the same time.

Move the CPU descriptor allocators to the device and bucket them to
ensure only kMaxBindingsPerGroup exist rather than create them per BGL.
Also, renames NonShaderVisible => Staging.
