Adds a way to store the limits on the Adapter and the
Device. For now, adapter limits are always the default
limits, and device limits are stored but not used.
This CL also adds usage of an ErrorObjectIdResolver and
Provider in the WGPUDeviceProperties serialization and
deserialization helpers. Serializing/deserializing this
struct should never have objects.

This patch implements the inter-stage variable matching rules on
the attributes 'location', 'base type' and 'composition type'.
In the next patch we will implement the matching rules on the
'interpoliation type' and 'interpoliation sampling'.

This will help check that the Vulkan devices are enough for WebGPU in
a following CL.
In addition to additional limits this CL:
- Change maxColorAttachments 4 -> 8 to match WebGPU
- Renames kMinDynamicBufferOffsetAlignment to
kMinUniformBufferOffsetAlignment.
- Renames kMaxVertexBufferStride to kMaxVertexBufferArrayStride.
- Changes validation of buffer offsets to use the separate uniform and
storage limits (but no test is added because they are the same).
- Adds validation and a test for kMaxStorageBufferBindingSize.
- Augment the null::Device memory limit for that new test (it allocates
a buffer of 512MB).
- Fix the maxColorAttachment test to not use hardcoded values.

Currently we only implemented 2D and 2DArray texture. kMaxTextureSize
is actually for 2D texture only. This patch adds a few more constants
for texture size for 1D and 3D textures, and changes kMaxTextureSize
to kMaxTextureDimension2D.

When using a dynamic uploader we didn't align the offset
that the allocated memory might have already had.
That fixes WriteTexture, WriteBuffer, ClearTexture and
on D3D12 ClearBuffer.

kMaxBindingsPerGroup is not a real WebGPU limit. Code in Dawn that
uses it now uses dynamically sized vectors, optimistic stack_vecs or
a different limit like kMaxDynamicBuffersPerPipelineLayout.
The CL introduces kMaxOptimalBindingsPerGroup=32 which is used to size
the static portion of stack_vecs, but the value is tentative.

This CL adds per-stage and per-pipeline-layout limits according
to the WebGPU spec. It also slightly increases kMaxBindingsPerGroup
from 16 to 24 so that these limits can be effectively tested
without hitting kMaxBindingsPerGroup. kMaxBindingsPerGroup is not a
real WebGPU limit and will be removed in future patches.

In a typical graphics application it is a common usage to update some uniforms once per draw,
and such uniforms include the word positions, orientations, and so on. In the current state of
WebGPU, this means that for each draw call we have to create a new bind group to set the right
uniform values. Bind group creation is expected to be more expensive than
recording draws because a memory allocation is required.
The functionality of dynamic buffer offset is to reduce the number of bind groups that need to
be created.
The patch implements dynamic buffer offset on D3D backend using root descriptor.

This prevents dirty textures to be used when memory is recycled
while destroying/creating textures. If a texture is not cleared at load,
it will be cleared to 0 before it is used.

This directory used to contain both the state tracking code for the
backends, and the common utilities that could be used both by the
backends and the rest of the code. Things are now:
- src/common is utility code for the whole repo
- src/backend contains libNXT's code
- src/utils is utility code that we don't want in libNXT
This commit also changes all includes to use global paths from src/
bacause it had to touch a bunch of #include statements anyway.
