We can allow this structure to be constructed in a constexpr context.
This also allows us to remove the cpp file, given it's no longer
necessary.

Normalizes the headers for the cpp files in the RuntimeCommon target.
Now all headers and source files within the RuntimeCommon/RuntimeCommonB
targets are normalized and consistent with one another.
